It appears Metro/Modern Apps cannot run with high integrity and admin rights, period. It has to do with UAC which by default the built in Admin account does not run with UAC enabled. Actually you are correct this issue is indeed about windows integrity levels and split tokens but is not limited to the built in administrator account.
